Are you sure you are using "Contains" and not "Does not contain"?
A sample might look like:
Match:
[X] Incoming [ ] Outgoing [ ] Manual
Header: [Any Header]
Contains: [X-RBL-Warning:]
Ignore
That would catch E-mail with "X-RBL-Warning:" in the headers, and nothing else.
