I would say reasonable depends on how much you want to deal with the issue.  I would 
take a 56k line and see what you believe to be an unreasonable download time for a 
large attachment.  I find that any email that takes more than 10 to 15 seconds to 
download for my users is unreasonable (they will always cancel the send recieve on 
Outlook and complain)
