That's not exactly true Scott.
We just recently spent time responding to an incident where a SpamCop member filed a complaint on a particular message. We were notified only because the message contained a single URL belonging to one of our hosting clients. They took the URL and looked up the IP address for it and then found us because we have the authority for the IP. Our IP had nothing to do with the offending e-mail message at all. We weren't blacklisted but we still had to waste time responding to a trivial incident over which neither we nor our client had any control whatsoever. So all you have to do to get someone in their database is submit an e-mail with that someone's url in it. I agree it takes more to get someone blacklisted but not much more.
