Nope. That is not possible, you need a utillity to check if the service is
running.

I realise this is technically off topic, although as a lot of 
the forum is often taken up by DNS questions and there appears 
to be a mass of DNS expertise here I would appreciate a bit of help.

I know how multiple mail servers can be added to DNS i.e. MX10 
MX20 but is there a way to provide simple redundancy within DNS 
for WWW so that if the actual server goes down like a $10 whore 
traffic will go to a second location but only in the event of 
the first server not being there. (it isn't viable for us to 
set up load balancing or clustering as the second source I am 
looking to use is a reseller package on a shared server).
