What's the physical interface to the T3? HSSI out of a CSU/DSU? Ethernet out of a router? I would do it with FreeBSD + HSSI i/f and ipfilter, but since you want $1000's of hardware, then NetScreen 100 is ASIC and has gotten quite a good reputation.
