Worked when I went there. As the employee of an ISP I see many drawbacks to blocking entire countries. We are located adjacent to Fort Brag And Pope AFB, North Carolina, USA. On any given day there is traffic between our servers and any number of countries. Soldiers using some local access point to Email back home to the family, Military families Emailing relatives around the world. Soldiers and Airmen tend to fall in love where ever they go. Not to mention the universal immigration of people from almost every country in the world for their own personal reasons. Country blocking is just not feasible, nor do I think it is a good idea even if it were. While spammers are the Bain of the entire web, that does not in my opinion constitute a good enough reason to ban all traffic based on the country it comes from. There are also the unimaginable legal entanglements that such a practice could generate.
How would you explain to a corporate client that your system will not accept traffic from their new overseas partner?
