8.3.1 is dated Feb 2002, so any nortel patch from 2000 does not apply.

I'd uninstall 8.3.1, and re-install from

ftp://ftp.isc.org/isc/bind/contrib/ntbind-8.3.1/BIND8.3.1.zip

I haven't really heard any problems about 8.3.1 on NT4.  An NT4 heavily 
installed / uninstalled with various apps, patches, upgrades is sometimes 
not the best platforms.

I expect Imail itself is unstable due to various NT4 conditions.
