Quoting from "IMail Server 7.0 User's Guide - Setting Up Delivery Rules"

"If this rule is for a host, in the "send to the mailbox" box, enter the
user ID to which messages meeting the rule creteria will be sent.  If you
want the message to go to a particular mailbox, follow the userID with a
hyphen and mailbox name, such as [EMAIL PROTECTED]  Enter NUL to
discard the message.  If you enter a mailbox that doesn't exist, one will be
created for this specified user account on the IMail Server system.  A POP3
user will see this mailbox only if he logs on to this mailbox using the
formation userid-newbox."

Now, rereading that, I'm a little confused, and I think maybe the term
"mailbox" is being used differently than what I would think of as a mailbox.
To me, a mailbox is someone user id, a place where their email is stored.
And the first sentence of the statement above seems to agree with that.
But, later, it says to follow the user id with a hyphen and mailbox name, if
you want the message to go to a particular mailbox.  I thought that by
filling in the field "send to the mailbox" is the same thing as sending it
to a particular mailbox, or userid.  So, is "mailbox" referring to a folder
with in a userid, or, is it referring to a userID?  If it's referring to a
folder with in a userid, then yes, it is working.  But, if the documentation
states to enter a userid, which is what I'm doing, it ain't working.  Unless
I'm doing something wrong, which I don't think I am, past messages on the
list won't fix it, either.  I've even tried doing the "hyphen" thing, as is
suggested, but that didn't work either.  The only thing from the
documentation that is working is the NUL setting...

Actually,  this is exactly how it's documented and how it's worked for
an age.

Rules  are  currently a two-step process: deposit in mailbox sub-area,
then forward to another mailbox.
