Len, My guess is it is an optimistic roundup for 1 message to 150K addresses for sales purposes.
Here's the deal that says 150K - http://www.guildsoft.co.uk/lyris/business/mailengine/mailengine01.phtml Here's another one that says "well over 100K..." - http://www.lyris.com/me_help/overview.html (with a disclaimer for Windows 95/98/ME) I am personally skeptical of these large rates on Windows platforms. However, I have measured MS SMTP server delivering a few thousand messages at the 500+ per minute rate. That was using envelope sending with Perl BulkMail package where I had all the addresses sorted by domains and was sending one envelope with a max of 50 recipients per domain per message. I am just really doubtful that anything could be much faster on Windows. With all this talk of billions and trillions and googols we tend to forget what big numbers really mean in real life situations.
