>Imail sends it back to WebShield as a new message each time. It appears

The IMail logs show that the E-mail is NOT being delivered:
04:23 09:40 SMTPD(060000B4) [128.128.15.250] HELO
nampaserver.trhs.org

04:23 09:40 SMTPD(060000B4) [128.128.15.250] ERR trhs.org invalid

This shows that IMail did not accept the E-mail.
When then happens, WebShield then tries sending to the A record -- which
looks like is itself. It accepts the E-mail again, and then sends it to
itself again. IMail isn't part of the picture. WebShield is sending the
E-mail back to itself, because the MX record doesn't accept it. WebShield
is acting incorrectly here -- if the MX record rejects the recipient,
WebShield should bounce the message. It isn't -- it's trying the A record,
which points back to itself, causing the loop.
