I did some more research myself. The 90 days is only if you notice something suspicious and you only need to log everything for that person(s). This may actually turn into a favorable bill. It gives us as ISP's the right to monitor a suspicious user without a court order. We need not divulge the information, but we are protected from liability while collecting it waiting for the search warrant to be produced. Time will only tell what it will look like once it gets voted on though...
