To avoid those smart users, in 7.1. you can configure an outbound rule
that looks for the source IP like this:

H~[10.0.0.1]:!BOUNCE!

Works for me.

In 7.1 you can configure an outbound rule to stop those not allowed.
Could get to be a pain if the list gets too big though. 

Could also base the rule on domain rather than user. 

Either method would be spoofable if you had smart users.
