He is referring to Declude Queue, which is built into all the Declude
programs. If you are running any of the Declude programs, Declude Queue is
automatically doing its thing.

That's something different, that Declude can't help with -- Declude Queue
can help get the E-mails out of the spool and to SMTP processes faster, but
it can't speed up the delivery once an SMTP process has the E-mail. I
can't explain why that would happen -- hopefully, someone here will have
some ideas as to why this could be happening.
