There is nothing that will stop it.

Well, you *should* prevent him from relaying (sending to addresses outside
your server). But you should *not* preventing him from sending mail to
users on your server.

This is something that we are considering adding to our Declude JunkMail
product. However, note that some people intentionally send E-mail to
themselves (either as a test, or they Cc: themselves for whatever reason),
so this test wouldn't be 100% effective.
