If you can run a web browser on your server, Pcworld has a pretty decent bandwidth tester online for rough estimates of available bandwidth. It's under the Internet Tests at http://www.pcpitstop.com/ It's not exactly perfect and doesn't really tell you the details of how your server handles a load (it's intended for workstations), but it helped me be able to tell Bellsouth that my DS-3 (over 40 Mbps) is actually running around 2 Mbps.
