If you don't have national dialup like us, you end up having some users who
occassionally connect via AOL while out of our coverage area, or we have
corporate accounts that have that have employees with AOL or cable at home.
They expect to be able to use webmail to get to their email, no matter how
they are connected to the Internet.

So, really these are OUR users, but they don't necessarily connect directly
to OUR network while interacting with Webmail.  That is how we advertise the
use of webmail - "As a very convenient way to interact with your email while
away from your normal PC, no matter where in the world you are at"
