...which  does,  you  have  to  admit,  make  sense...even  though the
get-in-touch-with-their-ISP  solution  treats  the  cause directly, it
takes considerably more time to get sure results, and time is often in
short supply.

Of  course,  that  all  changes when the human behind the impersonated
sender actually gets accused of originating the spam. Good to use both
options,  using  the filter to catch symptoms/evidence at a management
level   (so  the  user  never  knows  and  freaks  out),  then  taking
non-technological action.
