Andrey, Yes, recently Hotmail seems to have been making some changes. I have found that using the mail send utility at www.dnsreort.com very usefull. You can tell if all the Hotmail SMTP servers are accepting mail. Lat week they had seven servers and only 4 of them were accepting mail.
