Well, you don't *have* to. You can disable it. What is the point of the rfc anyway -- I mean it's an out-dated recommendation -- it may have, at one point in the mid 80's (when the RFC was originally drafted) to perhaps as late as the mid 90's represented the "Best Practice", but certainly no longer. No one should be sending email with an empty <>.
