It is suppose to be hard coded in Imail... That is why they don't
license per exact user numbers... But per user block (
25,250,1000,Unlimited)
Originaly Imail was only sold as Unlimited. (version 4 ans less)
I'm sure that you won't be able to create the 251st user.
So you won't do anything illegal since you can't bust it.
If you need more that 250 user you will have to purchase ths 1000 users
crossgrade, install it over the 250 and that's it; all config, domain
and users are still there.

Does anyone know how does IMail keeps track of its license usage? During
installation, it didn't ask for any product key. My concern is if one
were to purchase, say 250-user license, is there any (technically
speaking) way that IMail server stops you from creating the 251st user ?

On one hand, we don't to top-up licences unless business demand is there
but on the other hand, we also don't want to do anything illegal.
