Here is what I did to correct this issue:

1. Upgrade you machine to MDAC 2.7. The binary can be found here:

Please review the list of known issues and fixes and also grab the 2.7
MDAC patch for Unicode to ANSI ODBC Fix.

2. Make sure that your ODBC manager for the mail DB is authenticating on
an NT system login instead of a SQL user login.

3. Just for a good night's sleep, I wrote a batch file and put it on an
AT schedule that runs a POP3 start / stop every 30 minutes. Attached is
the batch file that creates the schedule and the batch file that
restarts the service. If you want to set this batch file up. Unzip it in
the root of C:\ and run setupAT.bat. 

These steps will stop your issues.

Well, fudge,
    We upgraded to 7.13 3 days ago and the server issues seemed to be
solved, alas, that was not to be. Today it did the same thing, stopped
responding. The machine isn't locked up, as you can still open/close
programs, and do as you will, but under Task Manager, it's Pop3d32.exe
running with highest memory usage. Logs are no help, they show nothing
out of the ordinary. Ipswitch is no help, anyone here know where I can
check for possible errors/causes of this? Ipswitch told us to stop
Imonitor and to do a couple of other things the NEXT time it locks. I
would prefer to seek some aid here to try to get something to go on.
