So, prosecuting someone in the states would probably work but, most of the spammers come from outside the US and the laws are different. It's a step and shows someone is always thinking.
Well, that may be true, but they also provide another way. They have a separate IP list that is available. Any one who misuses and such will be placed on the list. You could then use that list as a kill file or like in Declude and take action that way. (By blocking, deleting, bouncing, holding, whatever.)
