This is not hotmail rejecting you. You are trying to connect to one of their servers that is not answering. They are notorious for this. There is nothing to be done on your end except a band aid which is to find an IP there that accepts your mail and put it in your hosts file. Keep in mind if they change IP's you will need to update your hosts file. As I said this is a Band-Aid not a fix
