Welcome  to  SMTP  101, where you'll find out why your IMail rule will
never work. :)

Bad  assumption.  You need to read up on message envelopes vs. message
bodies:   many   perfectly  valid  messages--for  example,  from  list
exploders (like this very one) and to BCC: recipients--do not have the
recipient's e-mail address in the headers at origination. Yes, lots of
spammers  do  this as well, but there are way, way, way too many false
positives.

Can't speak to why this malfunctioned, but you'll likely be discarding
this rule, anyway.

IMail's  SMTP  delivery  module  adds this header after processing the
rules.
