That's  part  of  the  setup--the  client side. If IMail sees the user
table via ODBC, it will automatically use it as a userbase, regardless
of  whether it's pre-populated with users or they are added later. The
<domain>\Users\<username>  Registry keys are no longer used, as all of
the settings are stored in ODBC.

What exactly is *not* happening? You're not making the issue clear.

Users != Usage, but it does look like you have good reason to migrate.
