Jeff,
       I'm unsure if there is a domain disable, however I know you can go to
that domain in IMail Admin, click on the Users Folder and Select 'Account
Access Disabled' (Right hand pane, also click Apply) as the default
selection for all users.  This should disable all users from accessing their
accounts with you.  I hope this helps.
