I certainly agree that the IMail docs do not accurately represent the level of 
potential control given to a Host Administrator, and an additional "User 
Administrator" level would be an improvement.

Nonetheless, with complete control over what options are "grayed out" or removed 
entirely from the Web Messaging, and additional permissions that can be set at the 
database level, you really do have quite a few workarounds.
