You could try putting in the whole url but it probably won't make any difference.  IIS 
doesn't seem to be handling the form properly.  Maybe it's trying to find the whole 
posted string instead of calling the script and passing the parameters to it.  Are you 
sure that the .pl extension was properly registered in IIS?
