How many connection per second should we allow a DNS server?
That depends on many factors.
Is this a caching DNS server that you use internally? Is this a DNS server that only responds authoritatively to your domains? Are there any other programs running on the server? What do you want to do when the limit is reached?
The root servers handle 1,000s of queries per second, and are capable of handling the load, without having to use exotic hardware (although F is split into two virtual computers, I believe). Unless you are a very huge company or doing something unusual with DNS (such as running your own spam database that other mailservers use), you aren't likely to have more hits on the DNS server than you can handle.
