At the community level, there should be a global, protected never-blacklist 
(so there's no need for anybody to whitelist them), maintained by the 
community, of IPs that are "known" to be legit, like all big ISPs, ipswitch 
list server, isp-*.com lists, airlines, financial, headline news servers, 
etc.  yes, there are 1000's, and they are widely used by millions of users, 
so they must be protected from (mistaken or malicious) community-level 
blacklisting.

I can't ever use or recommend trustic if they are going to permit global 
blacklisting of aol, msn, yahoo, hotmail outbound relays, as I saw last week.

btw, the never-blacklist could also be used to reduce forgeries:

For a ESD of <big ISP>, is sending IP in the never-blacklist ?

If not, it's a forgery.
