The end-all be-all answer is that all changes to per-user settings take place immediately upon the next user settingseload (page refresh or first load). This is endemic to IMail's architecture and observable across all versions. What you think you saw--a change in user level not taking effect without a restart--was most surely due to other factors (the change not being committed in the first place, for example, due to database access issues). I cannot replicate your findings in any IMail version, but anything is possible.
