Technically  speaking, SMTP32.EXE is only used to "tell" QM that a new
message is ready. Most content scanning must be done after the message
is  accepted  for  delivery, so it is done within QM. Think of content
scanning as an expansion of the Rules engine, which also is run during
the delivery process.

As  a  result,  yes,  you  may  have additional headers inserted after
Declude  is  done processing. Depending on whether or not you're using
Declude's  advanced actions (HOLD or SUBJECT, for example), you may be
able  to  start using IMail Rules for your actions instead, since they
will see all the final headers.
