Normally, it should take less than the amount of time listed in the
"Queue 
Timer" setting.  So if your E-mail is re-tried every 30 minutes, then it

should take no more than 30 minutes for the E-mail to be re-tried.

Yes, you can use "Send One" (or "Send All") in the IMail Administrator, 
when using "View Queue".
