Gee. Could be because you are then in a CLIENT program.  For which,
forwarding is a simple task (although it would be  time consuming to do
amany messages one at a time in the web interface).

Using a client (as you did) with a rule was about the only option (given
that the user could not figure out how to do it on his own).

I doubt you'll see many mail servers adding lots of client functions soon.
