Thanks, Scott! Express doesn't have the mailing list feature. The imailsrv.exe file doesn't exist on my system, so that's understandable, if it's the mailing list software.
I was originally thinking that the microsoft.com domain was blacklisted because of the recent Sophos worm that was allegedly from Microsoft, which is why I whitelisted the redmond.corp.microsoft.com domain.
