I don't think that your statement is entirely true.

In our case, MPower is our ISP and has control of our IP space.  Because
they control our IP space, they also control the RDNS for that IP space.
Since they won't delegate that to anyone else, they provide the RDNS for
us.  Our DNS is hosted by LaneChange.net.

If I read your statement correctly, in our case Lanechange.net is the
"DNS that answers for our domain", but does not control the IP space or
the RDNS.

Would it be more precise to state that:
The entity that controls the IP space controls (or can delegate) the
RDNS.
