I don't think that your statement is entirely true.

That isn't my statement -- it's a modification of someone else's statement. You'll notice my addendum to his statement:
"There is another (easier) option, which is to have your Internet provider handle the reverse DNS (instead of delegating it to your DNS servers)."
In our case, MPower is our ISP and has control of our IP space. Because they control our IP space, they also control the RDNS for that IP space. Since they won't delegate that to anyone else, they provide the RDNS for us. Our DNS is hosted by LaneChange.net.
There are 2 ways that reverse DNS can be set up. Either [1] the organization that you receive your IPs from can delegate authority for those IPs to you, or [2] the organization that you receive your IPs from can add the reverse DNS entries for you. #1 is the first statement above (which is a very odd statement, but correct); #2 is the second statement above (my addendum).
If I read your statement correctly, in our case Lanechange.net is the "DNS that answers for our domain", but does not control the IP space or the RDNS.
Correct. However, the addendum refers to the second (easier) way to assign reverse DNS entries -- to have the organization that supplies your IPs set it up for you (which is what you are doing).
The real confusion is that the original poster only referred to 1 of 2 possible ways of setting up reverse DNS entries, and only included part of the information for the 1 way they referred to.
