it sounds like you are trying to block outbound ports.

Your firewall should have 1024-5000 open for outbound communication by your
servers. this is the default range setup by windows 2000 nd 2003 servers for
outbound connections.

Block everything else inbound and outbound except for the ports you require
for your server to service your customers.
