Applies both ways. Declude JM is doing DNS based tests on incoming and outgoing. Declude is what is putting the Q into the spool\overflow.
And to delve further into the topic, Declude JunkMail doesn't use the \IMail\spool\overflow directory as a temporary directory. It only moves files there when the server is at maximum capacity, and no longer is able to scan/deliver E-mails as fast as they come in.
The causes for this are usually [1] The server really is at maximum capacity (either due to normal volume, or an unusually high temporary volume for some reason), [2] There are DNS problems, or [3] A virus scanner is being used that times out (causing E-mail to sit in memory for a long time).
