Rick, I don't know about the rest of it, but you have the first line right for sure! I know a person that sits on the Word Wide Web Consortium Advisory Board as the pricnciple of a member organization. We've talked a few times about the RFC's and he is quick to point out that they are only recommendations and should never be used as rules. Apparently when they make a new RFC they have in mind that nobody has to follow it... I think that's a bad way to do it, but that's their decision. He's also pointed out to me that several of the member organizations do not follow the RFC's they help create. My example (not his) would be Microsoft. They are a premier W3C member organization but many of their products don't follow the RFC's.
