If  by  "legitimate  users"  you  mean  AUTHed  users  connecting from
unpredictable IPs, no. There is no way to enforce the "control access"
list  selectively:  this  is  fairly traditional across many different
kinds  of  applications,  as  access control is enforced at the socket
level.
