I tried this but David this makes the user administrate all the lists on the
server (lists he owns or doesn't own) which is undesirable effect. Can I
only grant the user himself administration on his own list only? Like
creating his own list from the web and manging his own list only?

Once a list is created for the user, the user will be able to manage it.  In
order to give the user the ability to 'create' a list, they must be a 'list
admin'.
