IMail has only two roles related to Lists:
"List Admin" - Can create/manage/delete all lists for the domain.
"List Owner" - Can manage only the lists that were created for him/her by
the list admin.

If you want to give a user the ability to be a list admin with all privs -
but only for hi own lists, you can create a virtual host like
'someuser.yourdomain.com', create a user for this new host and grant him
"list admin" privs.

Not exactly what you are desiring, but a workable solution :)
