This can be mis-understood... Let's define the nomenclature...Rules are rules an are applied either at the domain or the user level. The antispam criteria are used on the IP level. If you have the antispam engine to only add x-headers then you need to use the rules engine on a domain (or user) level to do what you want with the messages that get trapped. If you are telling the antispam engine to directly forward or delete messages it deems as spam then it will be applied to every domain that connects through the IP which the antispam is configured this way on.
