A previous posting about multiple IPs on the mail server is correct. The rest of it is this:

You (or your ISP or registrar) should add an A record to your DNS server(s) with a different host name e.g. mail2.yourdomain.com with the new public IP address.

Then add an MX record pointing to mail2.yourdomain.com with a different priority than the "old" IP address. Incoming mail will hit the lower priority address first and then will try the next (higher priority) address if the preceding one doesn't respond.

Having these DNS settings in place for, say, 48-72 hours, is a good idea before using the new IP address exclusively, although 24 hours takes care of most Internet propagation issues.

After the changeover is complete and you de-activate the old IP completely, and if you want the old hostname back e.g. mail.yourdomain.com, you can change the A record for the original address to point to the new IP address. A couple of days later, you can remove the "mail2" A record and the "mail2" MX record from DNS.
