We received this message from ServePath, notifying us that SpamCop had sent
them a complaint about UCE coming from one of our mail server IP addresses.

To me, this looks like someone complaining to spamcop about a joe-job bounce
to our server - message came in to our server FROM a spoofed address, to a
non-existing address on our server, bounced back to the spoofed from address
who then reported it as spam(???) but I am not at all sure that I'm reading
this correctly.

That is pretty close to what happened. However, there was no joe-job. A joe-job is when spammer A sends an E-mail to user B using the return address of user C (who is unrelated to user B). With a joe-job, you get the bounces.

But what happened here is that someone sent you spam, and apparently you incorrectly set up your anti-spam software to bounce the E-mail. That justifies a listing in SPAMCOP, and a complaint from your Internet provider, since you forced the complainer to deal with the spam so that you would not have to.
