I believe what Sam is talking about will solve your second problem. It is
the default settings for new users.

Thanks - but I alrady know how to change the user's permissions once they're
created. ;) The problem is first, finding which users which are admins,
across 400+ domains, and second, making sure that when new users get
created, Imail isn't defaulting to making them admins. :)
