Interesting. I just checked and they Outbound rules are
working again, not sure why they stopped.
I still don't have the Outbound Rules Tab (no surprise there),
but at least the rules are being processed.

I've got a bit of a strange
one.
Last night my Outbound Rules tab disappeared for all
of my virtual hosts. I still have one for the default
host.
My outbound rules have stopped working as well even
though orules.ima exists. Restarting the server makes no
difference.
I'm running Imail Professional
