Ack- while it looks like you covered most of the bases, and probably are looking at more than is needed-
check the archives! (see the link at the bottom of this post)
This question was asked recently. Last week or the week before. One person did a reinstall, later someone posted the file name that was missing, with a simpler method of fixing the problem.

Basically the file cleanlist.exe from version 8.10 is missing. Either restore it from backup (Backups? We don't need no steenking backups!;-) or David installed to another machine to retreive the file.
