If a single domain will suit you, 602Software's LanSuite 2004 will do just
that.

It is an email/web/ftp/fax/proxy/firewall server.  I have not been able to
figure out how to allow anonymous ftp from it, but it gives a web space to
every user which can be reached by ftp with userid and password of the user
which is the same for their email account.

Pretty cool but pretty limited being only one domain.  Although you can set
up aliases for users from other domains, you just can't control them
separately.

Like I said earlier, I use the free 5 user version at home for personal
email and give my wife some web space to store files for web hotlinking from
some internet gaming she does.
